Barnesville-Lamar County Receives Award for Deal of the Year by the Georgia Economic Developers Association

BARNESVILLE, GA (September 28, 2011) - The Georgia Economic Developers Association recognized the Barnesville-Lamar County Industrial Development Authority for an “outstanding achievement in the location/expansion of business in Georgia.” Barnesville-Lamar County was recognized because of the Piedmont Green Power project that recently announced locally.

The project will create 227 direct and indirect jobs and $200 million in capital investment. The company will be purchasing 1.2 million gallons of gray water from the city. The Authority was able to provide an infrastructure-ready site to the company by creative use of grant funding and a Congressional appropriation.

About the Award This is now the fourth year that GEDA has recognized the major projects from the previous year. In what has become a major portion of the Annual Awards Ceremony - GEDA recognizes recipients in three categories:

  • SMALL - a county with population 50,000 and under,
  • MEDIUM - a county with population 50,001 - 100,000
  • LARGE - a county with population over 100,000


The Deal of the Year Awards recognize outstanding achievement in the location or expansion of new businesses in the state of Georgia that meet community economic development goals and involve significant community program support, such as financial or permitting assistance, workforce development, state financial support, etc.

Rollcast Energy Announces Financial Closing for First Greenfield Biomass Project

Charlotte, NC (October 21, 2010) - Rollcast Energy, Inc. (”Rollcast”) today announced the closing of non-recourse, project financing for Piedmont Green Power, LLC (the “Project”), Rollcast’s first greenfield biomass power project.  The terms of the financing include an $82 million construction and term loan and a $51 million bridge loan related to the treasury grant.  MUFG Power and Utilities and Investec are the lead arrangers and joint bookrunners for the financing.  In addition, Atlantic Power Corporation, which owns approximately 60% of Rollcast, will provide the equity for the project, making an equity contribution of approximately $75 million for substantially all of the equity interests in the Project.


Zachry, the Project’s EPC contractor, will be released to begin construction immediately and Rollcast expects the Project to be operational by the fourth quarter of 2012.  Delta Power Services, a subsidiary of Babcock & Wilcox, will provide operations and maintenance services and an affiliate of Rollcast will be the Project’s asset manager.  The power from the project will be sold to Georgia Power under a long-term power purchase agreement.


Piedmont Green Power is a 53.5 MW biomass plant located in Barnesville, Georgia, approximately 70 miles southeast of Atlanta.  The Project was developed and will be managed by Rollcast.  Construction of the Project is expected to generate more than 300 jobs and, once completed, will provide 27 full-time jobs during operation.  The Project will utilize 500,000 tons of woody biomass annually, 100% of which will come from the local region.

Rollcast Energy Selects Rufus Kellam as New Vice President of Construction

Charlotte, NC (July 1, 2010) - Rollcast Energy, Inc. announced today the addition of Rufus Kellam to its management team. Mr. Kellam, as Vice President, Construction, will primarily be responsible for the construction of Piedmont Green Power and Rollcast’s other greenfield projects. In addition, he will support other development, acquisition and asset management efforts for the company.

Mr. Kellam comes to Rollcast from Topaz Energy, where he served as Vice President, Construction Management. In this role, he brought three large and challenging projects with tight timelines to successful completion.

Previously, Mr. Kellam has been involved in energy privatization activities in Argentina, Australia, Brazil, Chile, Ecuador, Indonesia and Peru. He also served as VP of Transmission & Distribution at Shaw EDS Western Region, where he oversaw construction activities, developed and sustained customer relationships and ensured successful project performance.

“Not only is Rufus an excellent construction manager,” said Penn Cox, President and CEO of Rollcast Energy. “but he also has a strong background in operations, asset management and transmission. He will add considerably to the strength of the Rollcast team.”

In addition, Mr. Kellam served as project manager responsible for all aspects of engineering, procurement, and construction of a 66km 132 kV transmission line and the expansion of the Al-Amarah substation in Iraq. He also supervised 24 transmission coordinators responsible for coordination of all activities affecting bulk power transmission and energy movement of the Duke Power system, and was responsible for the stability and reliability of the entire Duke Power transmission network.

Mr. Kellam earned a Bachelor of Arts in Interdisciplinary Studies at the University of South Carolina, and went on to receive his MBA. He also has an Associate of Applied Science in Electronic Engineering.

Rollcast Energy selects Zachry to construct Piedmont Green Power Plant

Rollcast Energy has selected Zachry Industrial, Inc., a subsidiary of Zachry Holdings, Inc, to engineer, procure and construct its 53.5-MW Piedmont Green Power project in Barnesville, Ga. When completed in 2012, Piedmont Green Power will provide clean energy to more than 40,000 homes.

“We are excited about partnering with Zachry to complete this project,” said Penn Cox, president & CEO of Rollcast. “In addition to their excellent history in power plant design and construction, we know that they will also be an important part of the Barnesville community during the construction period.”

Rollcast is a developer of clean, renewable power and Zachry, which will design and build the plant, has engineered more than 640 megawatts of biomass energy and has more than 30 years of experience in the biomass industry.

“Our ongoing experience in the biomass energy market allows us to interact with project developers, help select cutting-edge technologies and price opportunities that we know we can successfully build,” said Keith Manning, executive vice president of Zachry. “We have worked closely with Rollcast Energy and we believe will build a plant that will have a long and productive life.”

Zachry and Rollcast will work as a collaborative force to bring job opportunities to Barnesville and the surrounding areas. The project will generate more than 300 jobs during construction and 27 full-time positions. Piedmont will create more than 100 jobs in the region for fuel processing and delivery.

“This project gives us the opportunity to construct a renewable energy plant in a critical and emerging marketplace, a top priority for Zachry,” Manning said. “We are excited to work with Rollcast on this project and intend to continue our legacy of giving back to the community in Barnesville.”
